Hứa Thanh Bình sinh năm 1957 tại Bình Dương. Ông tốt nghiệp Trường Trung cấp Mỹ thuật Sài Gòn năm 1974 và Trường Đại học Mỹ thuật Thành phố Hồ Chí Minh năm 1978. Trong hơn hai thập niên, ông công tác tại Bảo tàng Mỹ thuật Thành phố Hồ Chí Minh và từng giữ chức vụ Phó Giám đốc. Hội họa Hứa Thanh Bình phát triển linh hoạt giữa hiện thực, biểu hiện và vật tượng, với các đề tài tài như con người, tuổi thơ, hát bội, thợ gốm Bàu Trúc, biển, thuyền, ngựa và tĩnh vật. Trong sáng tác của ông, hình có thể được đơn giản hóa hoặc hòa tan vào những lớp màu, đường nét và dấu vết bề mặt giàu chuyển động. Hình tượng ngựa là một dấu ấn nổi bật, gắn kết sức sống, năng lượng và cảm giác tự làm. Ông đã tham gia nhiều triển lãm ở nước và quốc tế. Tác phẩm của ông hiện có trong bộ sưu tập Bảo tàng Mỹ thuật Việt Nam, Bảo tàng Mỹ thuật Thành phố Hồ Chí Minh và nhiều bộ sưu tập tư nhân. Hứa Thanh Bình từng nhận Huy chương vàng Giải thưởng Hội họa Sài Gòn Du lịch năm 1992, Giải thưởng Mỹ thuật ASEAN tại Việt Nam năm 1996 cùng nhiều giải mỹ thuật khu vực.
